The Battlefield Is Moving Into Orbit

The United States has weapons in orbit.

Not someday. Not in a Pentagon war game. Now.

Air Force Secretary Troy Meink acknowledged Monday that the U.S. Space Force has what he called “on-orbit space control weapons” capable of protecting American forces from hostile action.

What kind of weapons?

The Pentagon isn’t saying.

Meink declined to disclose what the systems are, how they work or whether they can physically damage or destroy another satellite. (airandspaceforces.com)

There is another surprise.

Putting a conventional weapon into Earth orbit isn’t necessarily prohibited by international law.

The treaty governing much of what nations can put into space was written almost 60 years ago, when Washington and Moscow were worried primarily about one thing:

Nuclear weapons.

A treaty from another age

The 1967 Outer Space Treaty was negotiated while the United States and Soviet Union were staring at each other across the Cold War.

Its Article IV is straightforward.

Countries cannot place nuclear weapons or other weapons of mass destruction into Earth orbit, station them in space or put them on the Moon or other celestial bodies.

The rules are even tougher on the Moon and other celestial bodies. Military bases, fortifications, weapons testing and military maneuvers are prohibited there. (2009-2017.state.gov)

But there’s a hole big enough to fly a satellite through.

The treaty does not prohibit all conventional weapons in Earth orbit.

A nuclear bomb circling Earth would violate the treaty.

A conventional weapon designed to interfere with another satellite does not automatically violate Article IV simply because it is a weapon.

The men who negotiated the treaty knew about rockets, nuclear warheads and primitive satellites.

They didn’t have to think about spacecraft that could maneuver around another satellite, electronically interfere with it, blind its sensors or potentially attack it.

Now they do.

What exactly is up there?

Meink chose his words carefully.

“The Space Force now has on-orbit space control weapons capable of defending the joint force against hostile adversary action,” he said during the Air, Space & Cyber Conference outside Washington.

That is Pentagon language.

Translated into English: The United States has weapons operating in space.

What they can actually do remains classified.

Meink declined to say whether the weapons are kinetic — systems that could physically strike something — or non-kinetic systems that could interfere with another spacecraft without smashing it.

Even acknowledging their existence was apparently a carefully considered decision. (airandspaceforces.com)

So Washington has deliberately told Moscow and Beijing something.

We have them.

It hasn’t told them exactly what “them” means.

Six days earlier

Meink’s announcement didn’t come out of nowhere.

Six days earlier, U.S. Space Command disclosed Apollo Maneuvers 2026, its first live exercise centered on maneuvering actual spacecraft in a simulated contested space environment.

Strip away the military terminology and the idea is simple.

Space Command practiced operating satellites while pretending somebody was trying to stop them.

Spacecraft maneuvered in low, medium and geosynchronous Earth orbit. The exercise also examined how satellites could be serviced and supplied while operating under threat. (spacecom.mil)

Gen. Stephen Whiting, commander of U.S. Space Command, explained the problem.

A satellite traveling along a fixed, predictable orbit can become an easily targeted position.

So military satellites increasingly need something warships and aircraft have always needed:

The ability to move.

And once they start moving, another old military problem follows them into orbit.

Logistics.

Maneuvering consumes fuel. Spacecraft require communications, maintenance and eventually replacement. If satellites are expected to fight and survive rather than simply circle the Earth until they quit working, somebody has to figure out how to sustain them.

The Pentagon is now practicing that too.

Space has been military territory for decades

None of this means the military has suddenly arrived in space.

It has been there almost from the beginning.

American satellites provide navigation, communications, intelligence and missile warning. Russia and China operate military spacecraft of their own.

What is changing is the language — and increasingly the hardware.

For decades, satellites were generally described as equipment supporting a war being fought somewhere else.

The ship was in the Pacific.

The bomber was over Europe.

The soldier was on the ground.

The satellite helped all three.

Now the Pentagon is openly discussing spacecraft maneuvering under attack, surviving in a contested environment and carrying what the secretary of the Air Force calls weapons.

The supporting position is beginning to look more like a battlefield of its own.

China and Russia are watching

The United States isn’t alone.

American officials have repeatedly pointed to Chinese and Russian systems capable of threatening satellites. Several nations have demonstrated anti-satellite capabilities, while spacecraft capable of approaching and maneuvering near other satellites have become an increasing concern. (reuters.com)

Russia responded to Meink’s announcement by warning that weapons in orbit could undermine stability and renewed its call for international restrictions.

China said Wednesday that it opposes the weaponization of space and warned that American orbital weapons could contribute to an arms race.

Russia and China have pushed proposals for broader restrictions on weapons in space. The United States has objected to previous proposals in part because of problems with verification and because they did not adequately address weapons launched from Earth against satellites.

That’s the arms-control problem in a nutshell.

Ban the gun in orbit, and somebody can leave the gun on the ground.

Why anybody down here should care

Space warfare sounds remote until you consider what is actually up there.

GPS.

Military communications.

Missile warning.

Weather satellites.

Intelligence systems.

Navigation and timing services used throughout the civilian economy.

Take enough of those away and the effects don’t stay in space.

They come down here.

Ships and aircraft lose capabilities they depend upon. Military communications become harder. Precision weapons can be affected. Missile warning becomes more complicated.

Civilian systems can be disrupted as well.

Space may be hundreds or thousands of miles above the battlefield.

The battlefield increasingly depends upon space.

The old rule and the new reality

In 1967, Washington and Moscow faced a terrifying possibility: nuclear weapons circling overhead.

So they wrote a treaty saying they couldn’t do that.

It was an important agreement.

It still is.

But almost six decades of technological development have driven straight through the space between its sentences.

The treaty bans nuclear weapons and other weapons of mass destruction from orbit.

It doesn’t impose a general prohibition on conventional weapons there.

Now, spacecraft can maneuver. Military planners are practicing how to keep them supplied during a conflict. China, Russia and the United States are developing ways to threaten one another’s satellites.

And the secretary of the Air Force has publicly acknowledged something Washington once preferred not to say.

The United States has weapons in orbit.

The diplomats wrote rules for space in 1967.

The generals are preparing to fight there in 2026.
